Brockhill West is located on land to the west of Brockhill, between Hewell Lane and Brockhill Drive. The site sits immediately alongside existing neighbourhoods and forms part of a well‑established edge to the town. This means it is already closely related to nearby homes, services and infrastructure, rather than being separate or remote.

Location and Relationship to the Area

While the majority of the site lies within Bromsgrove District, it functions as part of the wider Redditch area in terms of how people live, travel and access services. Reflecting this relationship, any future planning application will be submitted to both Bromsgrove District Council and Redditch Borough Council.

This edge‑of‑town position allows development to be focused in a location that is already well connected and logically related to the existing urban area.

Grey Belt

In December 2024, Grey Belt was introduced into national planning policy. Grey Belt refers to areas of Green Belt that make a limited contribution to its key purposes, such as preventing urban sprawl, avoiding the merging of towns, or protecting the setting of historic places.
 
Where housing needs cannot be met, Grey Belt land should be considered for development. We have assessed Brockhill West and are confident that the site meets the criteria to be considered Grey Belt.

Existing neighbourhoods in Brockhill and Redditch

Redditch town centre, including schools, employment areas and services

The Bromsgrove Highway (A448) and wider road network

Existing and potential public transport routes

Public Rights of Way cross and run alongside the site, forming part of the established network of walking routes that connect to surrounding neighbourhoods and the countryside.

These connections mean the site is already integrated into how the area functions, rather than being isolated.

A Well Defined and Contained Site

The site benefits from clear and recognisable boundaries, created by both infrastructure and landscape features.

Hewell Lane, Brockhill Drive and the Bromsgrove Highway provide strong physical edges, while hedgerows, trees and changes in landform define its relationship with the surrounding countryside.

The presence of Hewell Grange, a Grade I‑listed historic estate located to the north, also forms an important part of the wider setting and influences how the site relates to its surroundings.

Together, these factors create a site that is contained and well‑defined, with a clear distinction between the town and the countryside beyond. This containment is important in allowing development to be planned in a structured and controlled way.

Character of the site

Brockhill West has a clear and recognisable landscape character shaped by a combination of natural features.

The site comprises gently undulating fields, with changes in level creating variation across the land. A network of established hedgerows, mature trees and field boundaries provides a strong underlying structure, dividing the land into smaller, identifiable areas.

The route of Batchley Brook forms a natural feature within the site, contributing to this structure and adding further variety to the landscape.

Together, these features mean the site already has a clear physical framework, rather than being open or undefined land. They provide an important starting point for understanding how the site can be planned, with these existing elements forming a key part of how the character of the area is carried forward.
